New Minimum Staffing (mostly management staff & support staff)

Technical and higher clerical staff should be negotiated with all stakeholders and international partners: CSC, Ministry of Finance, Presidency; in close connection / alignment with the strategic plan and Somalia NDP; it can only come in several rounds and steps following local budget conditions and limitations.

Support Staff: 1 receptionist (GL 3), 1 driver (GL 2), 1 gardener & building maintenance (GL 2), 1 cleaners (GL 1), 2 guards (GL 2)
Further Technical Specialists / Professional Positions: To be filled through embedded advisors for an interim period, to be decided.
For each regional coordinator (= Regional Office) there should be 1 admin officer, 1 secretary, 1 drivers, 1 security guard and 1 cleaner as a longer-term perspective if resources are available;
