NewFunctions for Departments and Subordinate Organisational Units (SOUs)

The Director General (DG) is the most senior Civil Servant in the Department, reporting directly to the Minister for the administration of the Ministry. The DG role also involves providing policy advice, direction and leadership to the Department Directors as well as being the focal point for conveying advice to the Minister and Cabinet of Ministers.

  • Coordinate the elaboration of the strategic plan, annual action plans and budget.
  • Develop an all-encompassing private sector development programme in collaboration with relevant stakeholders
  • A clear and effective M&E framework of the private sector, trade and industry development.
  • The Planning and M&E Department is responsible for all establishment, maintenance and management of data information as well as sector research.
  • This department also monitors and evaluates programs and projects in this sector.
  • Prepare the required technical reports and briefing notes on a regular basis for dissemination to key ministries.
  • The department also liaises and coordinates all activity in relation to stakeholder activity, in order to ensure integrated planning and implementation activity of this sector.
  • Initiate and formulate policies and legislation industrial and private sector development;
  • Mainstreaming of Trade and Industry issues into national planning instruments;
  • Set-up system of tariffs for registration and value for money anti-dumping laws
  • Develop price corridors for maximum price levels of basic critical livelihood goods
  • Collect, analyse and disseminate information on industry sector for policy guidance and decision making
  • Establishment of a system of consolidated, analysed and useful statistics on the sector (Internal trade, external trade, industry, private sector and so).
  • Private Sector Coordination through quarterly joint sector reviews.
  • An in depth and permanent analysis / research of the private sector in its different sub sectors.
  • Establishing an industry, trade and investment information sharing system;
  • Promote industrial research, science and innovation;
  • Coordinate, promote and support establishment of linkages and partnerships with other Ministries, Departments and Agencies (MDAs) and private sector to enhance values and benefits from the sector;
  • Prepare regular ministerial press releases

Industry Department

  • Supporting the improvement of business and investment climate and marketing thereof;
  • Develop and promote standardization and enforce compliance with technical regulations; and
  • Oversee statutory, trust and other special program institutions under the sector
  • Enhance Jubaland’s competitiveness in production of value added products;
  • Assist in coordinating all investment promotion activities to enhance the level of complementary, networking and cost effectiveness;
  • Collect and disseminate up to date information on institutional and administrative procedures for facilitating prospective investments into the country;
  • Provide investor tracking services;
  • Monitor and follow up on investments programs being implemented by the Ministry and its implementing agencies.
  • Act as secretary to the Ministerial Committee on Investment Climate & Intellectual Property
  • Promote development of local industries through policies and approaches of Jubaland value chains;
  • Acquire, develop, advance and promote appropriate technologies;
  • Support the development and transformation of the informal sector and indigenous technologies;
  • Develop specialized skills to support industrial development
  • Facilitate feasibility studies in long term potential investment areas and direct these private sector investments to relevant sectors;
  • To undertake the process of privatization with existing industrial enterprises and rehabilitation programs wherever viable and beneficial for the wider public; supervise state owned enterprises;
  • Reshape management structures of state-owned enterprises and build public portfolio in local utilities and infrastructure construction;
  • Establish sound controlling mechanisms
  • Carefully assess recent global experience showing the failures of unrestraint PPP.

Private Sector Development Department

  • Facilitate the removal of institutional bottlenecks that impede the development of the private sector;
  • Promote all aspects of private entrepreneurship and micro and SME start-up and development;
  • Coordinate implementation of private sector reform programme;
  • Promote public-private sector dialogue through fora such as the regional Action Group;
  • Facilitate public-private investment partnerships through the creation of an appropriate legal environment
  • Creation of growth centres to act as hubs of economic development;
  • Enhance support for research on micro-small and medium enterprises development as well as co-operatives;
  • Increase export market opportunities for small-scale enterprises;
  • Promotion and development of services sector with the view to improving production capacity and efficiency;
  • Facilitate improvement in local investment infrastructure, and regional infrastructure development initiatives such as Spatial Development and Growth Triangles;
  • Support the development of Small and Micro Enterprises (SMEs) and industries with a major focus on backward and forward linkages;
  • Enhancement of entrepreneurship programs;
  • Improvement in Business Development Services (BDS);
  • Implementation of Bulk Procurement and Distribution of Raw-materials (BUPAD) scheme;
  • Implementation of the Government Preferential Purchase Programme (GPPP);
  • Promotion of enterprises that utilize location specific resources;
  • Develop and promote SMEs in the country;
  • Promote investment in Small Scale Enterprises;
  • Promote MSMEs to engage in innovative enterprises.
  • Facilitate micro-credit programs and access to venture capital;
  • Establish business incubators in areas of local competitive advantage and engage in transfer of business knowledge and skills for youth;
  • Facilitate construction of factory shells and sheds in targeted potential manufacturing areas.
  • Promote programs in quality and standards for MSMEs;
  • Promote Jubaland cooperatives’ and create regulatory incentives for successful business;
  • Promote and develop an autonomous financially self-reliant and well managed SMEs and cooperative movement that should compete favourably with other business enterprises in the private sector;
  • Enhance product development, market access and bargaining power;
  • Coordinate cooperatives activities in Jubaland;
  • Improve sharing of information through interaction with regional and international cooperative bodies;
  • Promoting education and training on cooperatives and co-operatively-organized self-help groups;
  • Improve public awareness on cooperatives;
  • Empower Jubaland through cooperatives to generate wealth;
  • Annual reviews; three-year mid-term reviews and 10-year comprehensive review.

  • A commons-based approach means that the actors do not just share a resource but are collaborating to create, produce or regenerate a common resource for a wider public, the community.

Trade Department

  • Ensure that petroleum supply in Jubaland is adequate, reliable, efficient and economical for the region and to the consumers according to the prevailing petroleum market conditions;
  • Strengthen the institutional capacity of the government in order to better formulate and implement petroleum supply policies;
  • Ensure public safety and protection of public health and the environment in all petroleum supply operations and installations;
  • Ensure access and effective delivery of petroleum products and services of adequate quality at competitive prices for all consumers;
  • Encourage and promote fair competition within the petroleum supply market, to eliminate any preferential treatment of any participant and to prevent monopolistic control of any segment of the supply chain;
  • Create favorable conditions for operators and investors in order to increase the diversification of the sources of supply, and to expand the infrastructure of the supply chain;
  • Ensure a sustainable supply of petroleum products through storage, management and maintenance of regional strategic stocks;
  • Ensure standards compliance by the marketers;
  • Analyze and examine international and regional petroleum markets and advice accordingly;

Domestic

  • Devise and implement sector and ministerial strategy for local and foreign trade;
  • Prepare rules and regulations of commercial law and trade;
  • Provide market support to local producers;
  • Implement the Decentralization Program;
  • Ensure adequate supply of essential commodities throughout the country;
  • Create synergies among local producers to strengthen supply chain;

Foreign Trade

  • Develop and improve market accessibility for traditional/non-traditional exports;
  • Secure Jubaland’s interests bilaterally, regionally and multilaterally in trade agreements;
  • Promote and develop exports and undertake trade extension services in collaboration with the Jubaland Export Promotion Council (JEPC) and the Jubaland Chambers of Commerce and Industry (JCCCI);
  • Improve trade policy and the regulatory environment;
  • Enhance trade policy dialogue;
  • Generate and supply trade information;
  • Enhance support to foreign trade missions; and,
  • Develop a regional Export Strategy.
  • Registration of private firms and providing license for all business activities;
  • Protect and register all patents and trademarks of all local and international companies and individuals;

  • Improve effectiveness, efficiency and legality in the conduct of trade;
  • Protect and safeguard interests and rights of consumers from the negative impacts of trade liberalization;
  • Set-up mechanisms and institutions for quality control & goods’ verification;

  • Promote and develop product and service quality and standards; Coordinate negotiations and signing of investment promotion and protection agreement (IPPAs) and Double Taxation Agreement (DTA);

Admin & Finance Department

  • Cash management
  • Ensure proper use of the Budget (budget control)

  • Formal handling and preparation of the ministries daily and final accounting
  • Handling all the cash transaction of the ministry, and maintaining daily cash accounts

JSS Bureau of Standards

  • Preparation and supervision of standards relating to products, measurements, materials, processes, etc. and their promotion at national, regional and international levels;
  • Certification of industrial products;
  • Assistance in the production of quality goods;
  • Quality inspection of imports at ports of entry;
  • Improvement of measurement accuracies and dissemination of information relating to standards.

JSS Chamber of Commerce

Joint body between private business associations and the Ministry of Industry and Trade to facilitate Private Sector Development in Jubaland by providing high value to members and business community through the provision of demand driven advocacy, business infomediary, linkages, business development services and other relevant services in a more professional, resourceful and sustainable manner.

JSS Cooperative Agency

  • Establish co-operative special project fund (CSPF) as one of the government’s financial instruments created to support “emerging” small and medium cooperatives seeking either start-up and expansion of capital.
  • It targets primary and secondary co-operative enterprises operating in all sectors of the economy (although preference will be given to priority sectors such as marketing, worker, agricultural & livestock, fishery, financial, consumer and housing co-operatives);
  • Targeting small to medium co-operatives that find it difficult to secure venture capital from mainstream financial institutions;
  • The Co-operative Development Agency will provide information, facilitation of access to these services, and conduct awareness campaigns in this area;

JSS Investment Climate & Intellectual Property Agency

  • Establishment of a clear development vision expressed through various national and sectoral policies, strategies and laws that embrace investment, innovation and intellectual property as a tool for development;
  • Engage in quantitative research of investment climate indicators; integration of intellectual property into the relevant policies and greater coordination amongst the key government and private bodies in the development and implementation of policies, strategies and laws;
  • Facilitate access to finance for inventors and innovators; promote the establishment of linkages between institutions that generate research results and the productive sector;
  • Intellectual property teaching and training, awareness creation and capacity building;
  • Create attractive conditions for foreign investment and support exporting to regional and overseas markets;
