Vision:

Create a vibrant, robust and competitive private sector, flourishing investments, imports and exports that contribute to the sustainable economic development of the Jubalaland State of Somalia.

 

Mission:

Promote private sector industry, business and commerce growth through increased investment, small business development and effective regulatory regimes.

Objectives

 

  1. Improve access to financial services and markets
  2. Catalyse investment opportunities for private sector to overcome barriers to local, regional and global investment by reducing the costs of trade, improving access to finance, improving access to inputs (technical and managerial skills, technology)
  3. Catalyse private sector investment into high priority sectors
  4. Build public-private-partnerships (based on long-term public cost/benefit estimations) and social franchising networks to improve access to quality social services
  5. Attract talented you in all JSS trade, industry and private investment programs

Build-in mandatory local knowledge sharing components into foreign direct investment projects

New Mandate

  1. Promote the expansion of domestic trade and take appropriate measures to maintain lawful trade practices;
  2. Create conducive conditions for the promotion and development of the region’s export trade and extend support to exporters
  3. Establish a system that enable to ascertain that export or import goods are sold or bought at the appropriate price; make follow ups in collaboration with the concerned executive bodies, and take measures in accordance with the law against those who export or import by under invoicing;
  4. Establish foreign trade relations, coordinate trade negotiations, sign and implement trade agreements;
  5. Establish and follow up the implementation of comprehensive system for the prevention of anticompetitive trade practices; provide protection to consumers in accordance with the law;
  6. Provide commercial registration and business licensing services, and control the use of business licenses for unauthorized purposes;
  7. Promote small and medium sized enterprises (SMEs)
  8. Promote local value chain development for agricultural, livestock, fisheries, service industries and other sectors
  9. Undertake and submit to the Council of Ministers price studies relating to basic commodities and services that have to be under price control and, upon approval, follow up the implementation of same;
  10. Establish the legal metrological system of the region, regulate its enforcement and coordinate the concerned regulatory bodies;
  11. Control the qualities of export and import goods; prohibit the importation and exportation of goods that do not comply with the requirements of the standards, and work in collaboration with the concerned organs;
  12. Control the compliance of goods and services with the requirements of mandatory Jubaland standards, and take measure against those found to be below the standards set for them;
  13. Cause the coordinated enforcement of standards applied by other enforcement bodies, organize and direct implementation review conferences;
  14. Organize the trade data of the state, and disseminate same to the concerned bodies;
  15. Encourage the establishment of cooperative societies, including those of consumers, and chambers of commerce and sectoral associations, and strengthen those already established;
  16. Stimulate eTrade through mobile technology and micro-insurance systems
  17. Support Jubaland Bureau of Standards, Chamber of Commerce, Cooperative Agency and Investment Climate & Intellectual Property Agency
